Dressing up casual trousers...?
I have a pair of camel chinos that are the absolute perfect fit, but they are pretty casual, as in stitching on the outside and inside of the leg like jeans would be.
Can I wear these with nice brown shoe/belt combo with say a smart oxford shirt? To me it looks decent but I'm worried it might really look a bit odd

That sounds fine to me, your outfit sounds perfect for smart/casual. The main issue I have with trousers/chinos is when they have extra pockets/features on them. As long as your chinos have classic styling, the stitching isn't going to make much difference.
If you're really conscious about it, it might be worth giving us a picture of them so we could see more clearly.

Sounds good, as long as the pants are clean looking, without TOO much stitching and whatnot.
