Over Accessorised
When do wearing accessories become to much?
Im sure there's an article on this somewhere but i cant find it.
Is there a rule of thumb for formal vs casual?
Numbers wise, pairing of colour, outlandish patterns.
Recently I wore my suit with; tie, tie clip, pocket square, watch, belt, cufflinks and collar stays.

I don't think the look you described is OTT. With a suit, matters of fit aside, the way to really stand out is through accessories.
As for casual, accessories is the only way I can ever make a casual outfit look okay. I'm in Majorca atm, and I'm avoiding the shorts and tee-shirt cliche by employing a variety of jewelry and hats.

I'm not sure how a collar stay counts as you don't see them.
A tie pin and a pocket square is too much.
And if the shirt isn't French cuffed, then cufflinks look stupid.

What you've said sounds fine to me..
Dwyane Wade is one of my favourite basketball players, and questionably one of the best dressed athletes I know of (sans David Beckham). Anyway.. here is an example of over-accessorising. Blazer fine. Pocket square, fine. Additional lapel pin, and lapel flower?! Too much IMO.

I occasionally see people with a tie-bar and waist coat. This I do NOT understand. The tie is behind a waist coat. Tie bar is OTT.
