I would suggest Asos.
As the above poster said, Asos is the best bet for bright green. I think Pepe do a pair too, but haven't found anywhere selling them in my very brief search. These are both on sale though at the moment:

Sounds like there is a bit too much going on there in my opinion. Make the green chinos a focus otherwise it might look a bit busy. Go with something simple on top.
I have a pair similar to the darker green chinos above. I usually go with either just a plain black T-shirt+accessories, or a white tanktop+dark casual shirt.
This guy from the 'Street Style' section wears them perfectly.

I agree with these guys, let the chinos do the talking. Keep it simple with a neutral t-shirt or shirt&blazer combo
I have a great pair from Dr Denim - very very very green and in a good straight fit. Got them from Asos, you might still be able to find them.
Do keep the top half simple - add a single simple counterpoint like, say, a red sports watch. I find they look quite cool with a monochrome tee and denim jacket.
