Some of the vintage shops near me have some absolutely beautiful velvet suits, and suit jackets. My problem is my size though. Is it easy, or even possible for a tailor to shorten the sleeves and make it slimmer fitting for a smaller built guy like me? They are a couple of inches big on the chest, and an inch of so two long on the sleeves, but they really are amazing.

The sleeves are no problem but if the jackets are too big on the chest, they simply aren't your size and there's not much a tailor can do without reconstructing the entire thing. It's just not worth bothering. If however, by slimmer fitting, you really mean having the waist suppressed, then that should be entirely doable.
It is particularly the chest that is the problem, unfortunately :p I'll have a look and see if any better ones come in to stock :)
